We have heard that Regional Organisations are perceived (by Governments?) as having an advantage over the UN because they are nearer the ground reality. Is there any evidence that citizens share a ‘preference’ for regional organisations to address conflict and insecurity? Some argue that, state actors that adopt transactional strategies putting primacy on state sovereignty are deliberately undermining the UN/multilateralism. These states may prefer forum shopping between overlapping mandates of Regional Organisations because a) the ROs are weaker b) this sows confusion further weakening the multilateral system.
