We have heard that Regional Organisations are perceived (by Governments?) as having an advantage over the UN because they are nearer the ground reality. Is there any evidence that citizens share a ‘preference’ for regional organisations to address conflict and insecurity? These states may prefer forum shopping between overlapping mandates of Regional Organisations because a) the ROs are weaker b) this sows confusion further weakening the multilateral system.
